Bribed to file an FIR

It would be a strange case if a citizen has to bribe a policeman to file an FIR.

I don't exactally remember the date but it was about 2 yrs. ago when I visited my home town. My dad lost his mobile phone and we needed to obtain same number through a NEW SIM card, we were asked by the service provider to submit a copy of the FIR along with other relevant documents. We went to the police station to file an FIR and there we were asked to pay Rs.100/-. We had to pay as we were in need of the same mobile number.

on inquiring further, I was told that "This is the Rate" for this.

it was disheartening to see that a citizen of Independent India will have to pay BRIBE to file a complaint in the Police *******
