Bribing to avoid enforcement of contract labor Act

We have an act by name Contract Labor (Regulation & Abolition)Act. This act prohibits employment of contract labor in employment of perennial nature or in the core activity of an entity. This means we have to employ contract labor only in case of intermittent works like loading, unloading, house keeping and in security services. This being so, it became a normal practice in all industries to employ Contract labor to avoid huge salaries, allowances, amenities those are to be paid to the workers who are on the actual rolls of a company. The purpose behind the enactment of this act is exactly to control such exploitation by employers. If the act is enforced strictly, 100% industries including some of the Government companies cannot function as the contract workmen are employed not for loading & unloading but for the normal functions (core activity) of a factory/company. The current scenario is, the employers are paying bribes to the officers of labor dept to have a blind eye on the employment of contract labor in the industry for all jobs those are incidental for running it. The other difficulty would be that crores of workers would be on the roads if this act is implemented strictly which creates unemployment problem to the governments.
