Change of name on Property Tax Receipt.

I had bought a flat in Thane on Sept 09, but due to the red tappe in Thane Muncipal Corporation could not change the name on the property tax receipt from the seller's name to my name. The same was delayed due to want of seller's signature on ther transfer form, his physical presence required while signing the transfer affidavit etc.
Post payment of Rs.1,000 in advance the needful was done based on a simple affidavit. No physical presence / signature of the seller was required at all!!! Post receipt of the tranfer order Rs.3,000 was paid.
Truly frustrating, but could not see any other option as I cannot take regular leaves from my office & their working hours were Mon to Fri - 11am to 3pm !!!
Very sad that i did a un ethical deed, but was forced to.
