An elderly lady in her 80's , related to me, recently applied thru a lawyer for registration of two flats bought in 90,s under the Amnesty scheme. the builder who had agreed to do the registration failed to do so. The lawyer upon paying the stamp duty and completing the documentation, called the lady to come to regn office for signature with two witnesses. After the process was completed, including photograph and signature, she was asked to wait. The official asked for a bribe of Rs 5000 per flat thru the lawyer. Though quite flustered, she paid as she had no other go. Now it is common knowledge how the system works or rather does not work. Corruption has become institutionalised. The Govt.Knows this and yet does nothing !! Must be hand-in-glove. It is also well known that the builders lobby break regulations on FSI/CRZ with impunity thru corruption. A builder in my neighbourhood was brazenly boasting about his clout with building propsals dept and BMC officials and challenging us to complain about his misdeeds saying it will take us nowhere ! Imagine the STATE of OUR "common man".
