My brother and I wanted to get a driver's license and we met a broker. Broker has a small watch-repair-stall style office near Hotel Kandhari (name has changed now). I don't remember exactly if we paid Rs 900 for each of us or if we paid a total of Rs 900. We got our driver's license after signing something without taking any driving exam.
