Excess baggage waiver

I had excess baggage and requested waiver from the airline and in lieu the airport porter set up with the checkin clerk at the airport counter and asked me to pay half of the excess baggage as a bribe to them in the airport terminal toilet which i had to as my flight was in a short time and i had no choice but to move!!!
