Fine for not carrying rc book

I was stopped by a group of 3 rto near jubilee bust stand in the evening around 5:30pm. i was wearing helmet, i had my license., had PUO certificate , but was unable to find my RC book which i later found was in the vehicle only. the officer was clearly disappointed when i was showing him my license and finally told me to pay fine. he told me that the fine for not having proper documents was RS.300 but he was only asking for Rs.100. i paid him the money thinking it was on the spot payment.i requested him to give me a bill but he refused. later i got a message on my phone from hyd police that i had to pay a fine of Rs100 at e-seva office for not wearing helmet. this was the first time i was being caught by an RTO and was cleless about the payment procedure. so essentially the officer made me pay him bribe.
