Forced to pay bribe to get a new Cauvery connection and common sewage connection

Though the engineer inspected and gave an estimate of around 6 lakhs for 14 flats he asked for a bribe of 50 thousand of which 25000 had to be paid immediately.
It happens only in India where government officials think that ordinary citizen should PAY a bribe on top of exorbitant charges for any such service. Those buggers should realize that the salary which they earn is from tax payers whom they treat like dogs. RIDICULOUS!!
6 lakhs for water connection is unbelievably high...don't you all think so??
