Goregaon East Police wants Chai Pani for passport verification

I had a applied for a passport and the verification request had been with the Goregaon East Police station for more than a month. After numerous rounds, waiting in queue in the heat of Mumbai I asked the person in charge if he 'needs anything' to inform me if they have received my verification request.
Mind you that this is after the passport website had been showing that my verification request had been pending with this police station for more than a month. To his credit, this person did not ask for any bribe, however, he was also not helpful in informing me about the status of my request.
One of the days, there was a different person in charge of calling out names of people whose verification form had arrived. I asked him the same question and he informed me the name of the beat constable who had been carrying my verification form with him for a number of days. He told me I should've contacted him earlier!
I got the constable's number, contacted him and he asked me to come to the chowki. I reached there, he asked me a couple of questions called up one of my old building's secretary(not the current one) and said verification will be done but 'aapko chai pani dena padega'.
The verification was done in 15 minutes at a cost of Rs 200.
