Guy asked me more money because i came from upper cast family

It was around end of 2006 i applied for my passport.
location : narasaraopet police station
My place : around the area there is a village xxxxxxxxxxxx
the verification officer called me to come to the police station for verification instead of he is coming and doing the verification.
around 6 pm i went to police station, he is in separate room and asking the money from other people before me.
he ask me about my name details to know which class i belongs to, said he want 1500 for this verification to complete,
i said,came from agricultural family and can't pay that much.
he show me some examples next to me and said these people belongs to Backward cast they are paying 1000, ask me to pay more because i belongs to OC category.finally i paid 1000.got my passport.this is my story
