Harassment ended after Rs15000 paid to the customs officer- Mera ********** Mahaan

I regularly import perishable goods. Even though I import and invoice honestly and there is no violation of rules or procedure, I am always forced to pay a bribe else the customs officer threatens to 'detain' my shipment for a check thru the Port Health Officer. The Port Health Officer charges Rs3000/sample drawn (official charges) for testing. If you pay Rs5000 then he issues a clearance certificate without drawing a sample, immediately. If you do not pay the PHO then he responds after 7 days, knowing well that the shipment would be useless. So, this time a strict ( read as takes more bribes) Mr ******* ************ was the officer who posted at the Courier section of Imports at Mumbai cargo terminal and he was gratified when I finally paid Rs15K . Immediately my shipment was released and NO public health officer's certificate required. If I had resisted then they would direct the PHO to withdraw 5/6 samples for testing and then they would charge me officially Rs3000/ sample tested plus another week or more delay.So, this time, I imported goods worth Rs7000. I paid customs duty + octroi etc of Rs10,000 + BRIBE of Rs15000. Now who do you think will bear the costs---YOU the consumer! This is why we have so much inflation in this country! Kindly despatch this msg. to Assist. Commissioner of customs (Courier division) Mr ******* **************, who , I have heard is the ONLY non corrupt officer at mumbai customs service.
