Harassment for not paying bribe

I reported a faulty meter (electricity), waited two weeks for a replacement or technician to check the meter. No result.
Again reported to the assistant engineer and he told me that the technician will check the meter in two days.
No results, again approached the same person.
He asked me "don't you know there is certain formalities to get the meter repaired". (this is not a correct translation - what me meant was to give bribe to the concerned technician)
I left the place.
After few weeks I received a notice stating that I have illegal connection to the house and have to pay Rs. 25,000/- as fine.
I took the matter to higher authorities, they told me that "this is the fate if you do not bribe".
I paid the fine but not the bribe.
Corrupt employees of our country defame the nation.
After a few months, a lady engineer took charge to the same office and she told me that "she has to bribe the technician of the same department to repair the meter of her father in laws house".

There are other instances were I have to face such instances when I have not bribed the employees. I will narrate these on a later **********.
