Huge loot maar by staff of passport office

I could not submit an application for requesting additional booklet for my valid passport as the security person at the RPO in Hyderabad did not allow me inside saying there is hortage of books. After 3 days of visits I was guided by te security gaurd at the gate of RPO to contact a agent. When I met the agent and discussed about my requirement to get an additional booklet, he quoted Rs.8,000 as all inclusive charges (including tatkal fee of Rs.2,500 and despatch clerk fee of Rs.1,500) and promised to get the work done within 3 days. I agreed and paid him partly. He asked me to ********** a person, next day, at RPO and that person took me straight to the staff at the counter and after i pad the tatkal fee, this person collected blance amount and then asked me to collect my reciept at the counter. After two days igot the call and was asked to pay the despatch clerk which I promptly did at RPO. Then I got the passport within 2 days by speed post.
