Money paid for reducing the deposit charges from 3000 rs to 1000 as MSEB refused to consider the deposit already paid by preveous owner

Earlier money was asked directly by a lady who was working in MSEB office. The money was demanded on phone after office hrs to quickly transfer the meter, however i refused to pay. After getting the transfer order, another officer asked to pay 3000 rs as transfer charges. Having said that earlie owner already has paid the deposit, then why is that tranfer takes 3000 rs and why can't MSEB consider the money which is not returned to earlier owner and very much with MSEB, the officer deniede any such possibility and demanded 1000 for reducing the deposit to 1000. I could not understand how after paying 1000rs deposit money can change. There are no audits in *******
