No re-export allowed

I live overseas and had an iPad on me. I explained that it was for personal use and was leaving with me in 2 weeks. I was told that it doesn't matter and I'd have to pay the duty. I later found out that this is not true under the re-export provision of customs law.

I asked how much the duty amount was and was told Rs. 3500. I explained that I only had Rs. 2000 for taxi fare on me and that I would be happy to pay by credit card or be directed to an ATM. I was told that my only choice was to "pay without a receipt" or leave my iPad behind. So I ended up giving away my last Rs.2000 "without a receipt".
