Paid 1200 for getting a FIR copy when reporting a lost passport

I went to the police station under whose jurisdiction i lost my documents (including passport) and applied according to procedure to report my lost documents. They gave me the acknowledgement receipt and asked me to come after a week or so to a certificate about the missing passport. I went after a week and was told that it will take some more days to give the missing/not-found certificate and i need to pay 1500 for their 'expenses'. They finally settled for 1200.
I went back again after 2 days and no one was available due to some security duty for VIP's. The next time it was about 'printer not working' to get the report printed out. finally after 2 weeks, the report was ready but the constable in charge of typing it refused to do so since the station writer to whom i paid the bribe originally did not share it with all the others in the station (that was the reason the typist told me frankly when he said he wont be able to give my report until the issue was resolved among themselves).
Earlier, these guys were reluctant to do any work if bribe was not paid, now even after paying bribe the work is getting delayed due to 'other reasons'.
PS: The day before i first set foot in the station to file my report, the station writer of ANOTHER nearby police station in my ********** was caught taking a bribe and arrested by ACB and it was widely reported in the local section of the news papers. This however was not any deterrent for this station writer to demand his bribe.
