Paid 900rs for issuing DL

I went to RTO kampo office for issuing DL, but nobody was ready to accept my application, everytime they have new reason to reject it. then i asked the same clirk what should i do, bocz i cant come again and again from that far. i asked me to give him 900Rs , n said i dont even need to come to test na all, all i need to collect my ready DL on some perticular date.
