Paid Bribe to get license for my company's client

Its very commonly known that you have to pay 1000-5000 rupees in Andheri, Wadala and Thane RTO for issuance of a learner's or driving license. They don't even check if you are driving properly once you pay them the bribe. If you do not pay bribe, its an extremely tedious process of unlimited dates given by the RTO and in most cases, you do not ever get a learner's or driving license. You MUST pay a bribe in the RTO in Mumbai to get a license.
