PAID A BRIBE TO NO EFFECT

It all started the day on my 18th birthday as I was legally an adult to get a learners' licence ,a driving licence and a voter card against my name.
So my family decided to get myself a LL as I wanted to ride my bike in the streets of India without any fear of getting caught by police for driving without licence. First, they decided to approach through a 'broker', but since I wanted to get it done without the help of a broker they got someone from the working group in the R.T.O to help me. The person asked 300 rupees saying it was part of the processing fee. Then, after i paid the person the bribe, the person asked me to get xerox of the necessary documents. After getting them verified(by standing in a long queue for about 2 and half hours) the verification officer told me to go through an eye test. Since I had problem in my eyes for the past 10 years, I frankly told them I am under going treatment to cure my eyes from the disease and I am also wearing my glasses since I have power. But at that time they didn't tell me that I cannot be given licence for defect in my eye. The officials of the RTO made me come and go every day stating different reasons. They even said i could get my LL and DL if i get a medical certificate claiming that i could be given LL/DL. I even wasted a day at the government hospital and there i was okeyed to be given LL/DL for a term of one year.
I returned back to the RTO exactly a week from the day I had paid them the bribe. Again they asked me to go through the same procedures. When I went to the verification counter the officer said that I had to undergo an eye test again! I was shocked and said him that I had got the medical certificate(which I had got from the local government hospital) which allowed to get a LL and DL. But the officer used abusive words on me and also abused my parents and tore one end of my application form and said I had to undergo the eye test again there. When I approached the person I had paid my money< the person said that I cannot be given a LL/DL since i have a eye problem and told me to get out of there.
What angers me is not the money I lost(the form for LL is Rs.30 whereas I had to pay Rs.300)but the words the officer abused me and my parents with(thank god they were not there) and using me to get free money.
So now I have decided to "RIDE MY BIKE WITHOUT ANY DL" as i have been doing for the past year.
