Paid bribe in order to get marriage registration

I had to pay a bribe of Rs. 2500/= in order to get a marriage registration certificate. There wasn't anything wrong or illegal in the document that I was trying to obtain. All the required documentation and proof was submitted. Moreover, there was no urgency in order to get the certificate.
One might say that it's possible to get things done in this country without paying a bribe. I'd say that might be possible for only a handful who have authority (contacts etc. also work as authority). However, for the majority there's absolutely no option but to bribe even for legitimate things.
