Paid Indirectly through Agent for Tatkal Renewal

I was travelling home and needed to renew my damaged passport urgently. I did not have time so went to agent for convenience. They charged me rs 8000 which meant a charge of 3000 above the actual fees,
After getting my passport in about 5 days, one day i noticed that the passport receipt was for only rs2500. I had a chat with another local agent we knew personally and found that the lady commissioner, I think the name was Patil, at the passport office demands a fee from these touts. He said there is a pan shop close to the passport office where they submit the cash and get a token which they stick to the application before submission. In these cases the application is easily passed by her.
