Paid the TT in train for carrying 14" monitor without chalan

I and some of my friends were returning home in Kolkata after completing our course in Mumbai. We were carrying a 14" monitor with us. We were told that for carrying 14"monitor in train, chalan is not required. In Nagpur one TT boarded the train and noticed the monitor. He asked for the chalan and we said that for 14" we don't need any chalan. He said that the rule is for TV set but not for Computer monitor. He asked Rs 2000 as fine. We insisted that we do not have that much money. Then he asked us to get down in the station with him. Where we bargained and he was ready to let us go after taking Rs 500. The TT said that put a cover on the monitor so that we don't pay any more. When we reached Howrah station we again paid Rs 400 to other TT. Till today I am not aware of the Rule of carrying monitor. if there is any website where we can find these rules please let us know.
