"Pay with no questions asked, or get out of the never ending line" attitude Andheri RTO

Having not received my Licence at my residence, I had to go through the additional trouble of going to the RTO and claiming it, during which I realized the system they follow. They purposely arrive late (in my case 2 hours, and im presuming that if they arrive early, they start late), thus making sure that people have become impatient and are waiting to get out. They then follow a procedure of not making lines mandatory of allowing chaos to reign for the next 3 hours in such a way that the impatience and irritation further builds up.
Then towards the end they tell everyone to form a line during which your form is taken in only with an amount fixed by them (200 when I was there).
If you don't manage sticking your hand and form in the counter fast enough or if you ask questions about what the payment is for or if you will be getting a receipt, they shout at you and tell the next person to come ahead which considering the mood of everyone around you, would just push you to the back of the line.
Further if you decide that you do have time to waste and decide to go to the back of the line and wait till everyone in the line has gone and rest assured that your questions will be answered, then you will find that they conveniently will close the line before the crowd has been serviced.
Thus allowing the whole cycle to repeat the next day and therefore ensuring that the only way to get it done is to pay the bribe!
