I had to a pay a bribe of Rs. 1000/- as I didn't have the NOC from Mumbai RTO. I've moved to Mumbai just couple of weeks back, and in fact was in the process of checking the procedure to keep the Delhi registration and maybe pay some relevant taxes or get a NOC issued by the RTO. A cop by the name of Praveen Kamble stopped me near the Worli seaface, and took my license away on the pretext of inspection. I told him that I was new to the city and just getting my bearings on how to get the right documentation in place. He then argued that it doesn't matter whether I had moved just now or a long time back, and told me that there is a Rs. 2000 fine for driving without a NOC. I asked him to challan me, but he threatened that my license will be confiscated and that I'll have to get it released from court, and he instead asked me to bribe him. Not having left with any option, I had to pay a bribe of Rs. 1000/- and move out, feeling ashamed that this is the treatment we met out to our own citizens. Not another country, but just another state. No wonder people don't want to live in our motherland anymore.
