Registrar demanded bribe through the document writer

To complete a land registration deal, the registrar in Marthandam sub-registrar's office demanded bribe throgh the document writer. When I objected, they said then the document would not go through on that day. I had a flight to catch the next day, hence I had to bribe them and get the registration done. These individuals are paid by government to do this business on behalf of government. I dont understand why they are asking for bribe to do their duty. Shame on them.
