Registration officer denied to register a leave and licence agreement without bribe. The total government fees for the agreement was Rs. 4500 and the office was asking a bribe of Rs. 4000 to do the scanning and to register it. He denied to see the papers unless we(tenant and land lord) paid the bribe.
