RTO officer took Rs 500 for driver's license

I had been to RTO office and had been waiting in the queue for my driver's license. The guy who stood in front of me wanted to be a school bus driver and he did not know driving at all. He was asked to wait for few minutes and i saw him paying bribe to RTO officer. Later on that day i just spoke to that guy and he told me nothing to worry... just pay the officer and you will get your license. Later i came to know that most of the driving school in the local areas have good contact with the officer and they pay the officer when learners fail to clear the test.
