Victimized both ways, ended up paying bribe

I was stopped by traffic police on my way jaipur to gurgaon at Kotputli Crossroads on NH8. I was victimized by ********** Govt rule of confiscating the driver license or registration certificate and pay the chalan in the court the next day. I could not come back next day from Gurgaon only to pay the chalan and collect my document. The other option was to pay bribe. I think the Govt laws should keep in mind convenience of citizens. I should have had the option to pay the offence later online or cheque. No need to force me to come back to the place of offence for collecting my documents.
