Had to pay a bribe to get my name changed in the property documents

Hi, I went to pay the property tax in the BBMP office in Mahadevapura Bangalore and had to pay a bribe to get my name changed in the property documents. The bribe has become so normal that the person there now call it a fee. I did not want to pay it but people in my apartments said that there is no option.
