I paid bribe to pay the property tax for FY 2018-19

The clerk in the assisstant commissioner office was reluctant to take the property tax and redirected to assisstant commissioner room to speak. Only after her approval, she said she will collect tax. We had to visit 3 times to visit assisstant commissioner.
Finally, we met Assisstant commissioner, she only filled the form and expected some money. When asked the reason, she got angry. Actually, we left the office without paying bribe and tax.
Later neighbours suggested to pay her bribe, otherwise she might intentionally trouble us un-necessary. So, we put the money in envelope and handed over to her when she visited our home for inspection
