Pune munciple corporation - bribe for plinth completion certificate

We are constructing small service apartment where in the plinth work was completed. The PMC person visited site but asked for 36000 Rs to give certificate to our architect. We told our architect that we will not only to be told that the work cannot proceed without the plinth completion cert. We will require their help at the completion as well. Since we are living overseas we thought our architect also wants to make money but after enquiring with other architects were told he going rate is 150 Rs per sq ft for approval( this includes bribe for 2 officers & 3 clerks & is justified). Grudgingly we paid the money. Conclusion - apart from govt offices the white collared jobs such as architects as well promote bribe. They are more concerned as they have to deal with this in every project
