3yrs is the price paid for not bribing
I was asked to go the the police station for passport verification in 2008..there i refused to pay Rs500 bribe...despite my documents being in order my passport was never approved and after refiling my application and this time bribing the officer ,got my passport this month(i.e after 39months).
