Asking for bribe for no reason and behaving very rudely

This kind of behavior expectation cannot be ignored. My friend (Shubham) went to get his driving test done for two-wheelers at the Vasant Vihar Licensing Authority on 14th March 2018. He took an appointment of 8.45 am but reached there at 8 am only to avoid queues. He was the first person still when the hawaldar came he was calling random people in, on asking he became very rude and said "Tum sikhaoge mujhe mera kaam karne!" Then after three-four people when his turn came the hawaldar said "Tumhara bahut sara problem hai, pass hona hai?" On replying yes he said, "200 rupay do" .

Shubham got very angry and said that he would not give any money which is not liable to pay, so the hawaldar got angry and went to the inspector and started telling "Sir dekho iska yeh yeh problem hai". So Shubham went closer to the inspector to explain and seeing him approaching (maybe in fear that he would tell about the bribe thing) he said "rehne do, kar deta hu". And the application got accepted and after that the hawaldar said to Shubham "chal bhag yaha se, jaldi bhag"
Is this a way to talk and behave? What are you asking money for?
For just a few people like this subordinate police, India cannot ever develop.
I am very angry with this behavior and want that strict action should be taken against that person. Application Number 529635418
