"Billu vennuma vennamma? (Trans: You want reciept or not?)"

Reported on April 15, 2012 from Chennai , Tamil Nadu  ι Report #31326

I was going at 30km/hr in my car when a traffic constable pulled me over. I was shocked as I don't remember seeing a red signal. He smiled at me and said "We let other vehicles go but pulled you alone to the side. You should understand our intention.". I got out and was taken to the SI, who offered to let me go for Rs 300 or face Rs1500 fine for signal violation, speeding and so on. After seeing my license , he asked for Rs 200. I said is that the fine amount I need to pay? "Yes" is the answer. So I hand over the 'fine'. Then comes the twist. SI:" Billu vennuma vennamma?" What? "Billu vennumma illa vennaama? Bill pottaa, vandilla record vindhudum." I thought about it. No way am paying him a bribe. "Bill kudunga." Then he points out that my number plate is defective. "That will be another Rs300." I nearly lose my cool now. "Seri ponga, number platea maathunga." They are still at that spot (before CMBT when coming from Vadapalani) taking bribes from scores of commuters citing flimsy and/or false violations.
