Bribe demanded for rendering the service quickly

I went for applying for Encumbrance Certificate and Certified Copy of Sale Deed. I was asked to pay Rs.450. When I asked for the split up, the govt employee told, Rs.150 for EC and Rs.300 for Certified Copy. I thought it was the actual amount and I was expecting a receipt for the same amounts. He said the documents would be ready in one hour's time. I was surprised at the efficiency of the Govt Office. After one hour he gave me the EC in which the receipt amount was mentioned as Rs.45. Then I asked for the receipts for both. He gave me and I found that the receipt amount for Certified Copy was Rs.185. After 1.5 hours he gave me both the documents. I asked him, why was I charged extra if the receipts amounted to a total of Rs.230. Then he said, if I did not want to shell out extra, I should come and collect the documents two days later. I agreed and he refunded me Rs.220.
I would be going on 29th at 3.30 pm to collect my documents. I searched the net to find out the time taken for getting the EC as per govt records. Unfortunately I could not get it.
