Bribe expected for passport verification

This was a policeman from the Devarajeevanahalli police station in Bangalore.

The going rate for a bribe for police verification is said to be Rs.300 now.
The officer came to my house for a passport verification. He stood outside the gate and asked for water (which was a cue for a bribe). I gave him a glass of water which he gargled and spat out. I asked him to come into the house, which he did and he asked for documents (which is the other cue for a bribe). Instead, I gave him the xerox copies of the documents for address proof etc. He started finding tiny faults with the details in the documents (like the old house number not being updated etc) and asked me to get the signatures of my neighbours (which is actually his job) and go to the police station the next day.
Instead of doing so, I decided to get the necessary corrections done in the document. Although everyone tells me that even after the changes in the document, I might have to pay a bribe, as these people are said to be satisfied only when they get some money.
Would it be possible to streamline the process further so that the policemen won't even have the opportunity to ask for a bribe?
