Didn't get contacted with transport

This is jugraj, am from amritsar punjab but I live in overseas, actually i went back this year few months ago. I was bought a car from patiala now i wanted to tranafer ownership to my father name from last owner. My father went to transport concultant for transfer and they said to him as we need to pay 5,000Re. And then i google it and got transport officers contacts for every city in punjab but I tried to contact with transport offices in punjab to know about the procedure and fees of transfer but I didn't get through it as some cities transport offices contacts not working and few of those saying wrong number 'n else ones talking very roughly, they don't want to let me know. Can you please tell me the way how do i work or give me your or(someone else's) contact for further assistance????
