Driving a gas cylinder based car

I was talking on my phone while waiting at the toll gate (NH8). Police constable from Gurgaon came up and told me I need to pay a fine. However he did not want to give me a challan but wanted me to pay him whatever I had.

I did not want to pay him, so I insisted that either he gives me a proper challan or I don't pay.

I guess what helped me was the fact that I spoke only in English and kept insiting that I did not understand what he was saying.

This happened to me twice and both times, I did not have to pay any bribe to the traffic police.
