Fight against corruption
Dear Citizens of India.
I, R. ********** **********, resident of Bangalore, is proud to state that I have not paid bribe at the Sub-registrar's office at Banaswadi.
I would like to share my experience with you, I had visited the said office for registering a site for my client and at the very beginning I met the staff who are in charge of going through the documents presented and also to find out whether the stamp duty paid is in order at that time one of the casual worker appointed by the office (whether such person is legally appointed in not known) took out a register known as a dispute register where court orders and other objections are filed for not registering certain properties and took out an objection filed in the year 1998 by one Advocate with respect to Sy.No.121 of Horamavu Agara Village and stated that they would not register the property as there is an objection filed in this regard.
It is interesting to note that my document was a sale deed for registering a site and not the land bearing Sy.No.121 to which the objection was filed, this fact was got to the notice of the said person inspite of which he insisted that the same should be brought to the notice of the Sub-registrar and the documents were placed before the said authority.
It was strange that the sub-registrar was very hostile from the begining and he started to say that there in an objection with respect to Sy.No.121 and he would not register the sale deed presented by me as there is an order by the Deputy Commissioner against registering revenue sites, but the fact is this particular site is now under the jurisdiction of the BBMP and the BBMP has issued a Form `B' tax extract for the purpose of registering the same and inspite of me stating the facts he just refused to register the sale deed at which point of time I demanded the sub-registrar to issue an endorsement as to why he has refused to register the sale deed and he stated that he would do the same at some time and he directed some person in his office to issue the same.
I wish to state the same sub-registrar was also registering some other sale deeds for sites which are similar in nature at which point of time I demanded him to clarify the same to which he refused and I demanded him to give me the clarification or else I would get the said information by filing an application under Right to Information Act.
I wish to state that this had a good impact and I started to write an application for the said information and the sub-registrar got agitated and directed me to sit some where else and write the application and he further said in Kannada `NANAGE URIUTHADA'
Thereafter, one of the person from the office came rushing and started to say some nice things to me and got me out side and assured me that the registration would be done and the said registration was completed the next day.
I got the registration formalities completed and I was happy that I did not pay any money as bribe to the said office.
I wish to state that the bribe is now know and OFFICE FEES in the sub-registrar's office.
As a token of my service to eradicate corruption I wish to do the following :
The general public go to the sub-registrar's office to get the stamp papers and the sub-registrar's office is supposed to collect Rs.5/- per stamp paper as charges to issue the same and they are supposed to issue receipts for the same but the actual situation is that they collect more than the required fees from the public and they also do not issue receipts for the same.
I this regard I intend and pledge to spend one hour every day in the sub-registrar's office and help people buying stamp papers that they are supposed to pay only Rs.5/- as charges for each stamp paper and also carry some money in small changes in order to help the general public to pay the actual charges for their stamp papers.
