Gave multiple tests, but got license without bribe
In Mumbai, around 2004, you could get a car driving license by paying about 100-200 rupees bribe WITHOUT EVEN GIVING THE TEST!
I resisted (and my driving instituition instructor became irritated and asked me to pay the bribe). The officer cancelled my license giving some flimsy reason after taking a thorough test. Few days later, appeared again, and got my license. (Perhaps, my driving instructor paid bribe on behalf because I was bugging him and wouldnt pay him fees till I "passed" the test). Unfortunately, people at all levels have become so accustomed to bribes :(
