My application for License renewal & change of address took months to come through, as I did not pay any bribe to expedite the process.

It is a well-know fact that there is a nexus between all Driving Schools & RTO's - where Driving Schools 'guarantee' their students a quick license regardless of the quality of their driving. Corrupt RTO officers are paid-off regularly for this favour.

The corruption in the RTO is also obvious when you observe auto-rickshaws & 2-wheelers driving shoddily. No honest RTO would issue a license to such undisciplined & shoddy drivers.
