To Obtain NOC from U.P. State Govt. for Affiliation to CBSE

It is mandatory to get NOC from state Govts before a educational institution apply for affiliation to CBSE. The application is submitted to the Joint Director of Education for necessary permission. The officials in the department have no qualms to ask for Rs. 200,000/ to clear the files from JDE level to the Commissioner. I asked them to tell me why should be paying when the file is OK and necessary infrastructure are in place. The file was submitted in December 2012 and it has not moved to JDE. It seems that JDE accepts only those files which have necessary "Papers", on top of the file.

I can't risk the future of 1000 plus students. I have one year time to look various options till then I will resist and when all the doors are closed and when I find no choice I may give in. I am trying to get the local MLA who has assured me to help get NOC without giving a bribe.
I am anxious to know who in U.P got an NOC without giving a bribe to JDE. What are the steps adopted? Thank you.

You may check with Central Board of Secondary Education to ascertain as to who else has got permission from the State of UP for CBSE affiliation. You can also discretely find out from the Department of Education, Government of UP. We do not have any access to information that you are seeking.
