Police are getting salary or not? if so what will they do with that

I am working in a IT park named Ascendas which is located in Taramani, Chennai.

I used to have my breakfast inside the food court in the morning. I will see 10 to 15 policemen will have their breakfast at that time and no one will pay. I dont know why?

Also in the noon, i come out of the IT park for a fag. The thing I noticed is "Policemen are the licensed to beg in a commanding tone that is to with the road side poor sellers"
