Refusal of a bribe at FRRO Mumbai for residential permit grant

The officer I.R. Shirsat of the FRRO Office Mumbai, counter 15, pretended that the PAN card copy was not a valid ID proof of my sponsor, which is obviously wrong considering recent similar applications.
She offered her help in a nice genuine manner and did the necessary to grant me the permit. But just when I was about to receive it in my hands, she whispered that I had to give something because she helped me out. As I pretended to be confused and not to understand, she repeated three times the same thing.
I didn't oblige and got the permit without any problem.
