Rs. 1000 fined for PUC not available
Today(06-07-2015) morning around 5 AM at dahisar check NAka. Man dressed in police uniform with battery in hand asked me to pull over . i showed him the insurance and license . and PUC was missing. so he called me out and asked to follow as he has my license and RC book copy i followed him. on the way he asked to give 500 Rs. to which i objected and said its Rs. 100/- for PUC penalty. ? he didnt reply i asked him to give a challan and i will pay in due time. but he refused and said i have to pay Rs. 1000 .
so i asked for a receipt and then he took me almost a KM away to dahishar police station . where he talked with other guys in marathi. ( my license is from gujarat so its easy to make out that i dont undertstand marathi ) and then once again before leaving he asked if i wanted receipt to which i said yes. then he left leaving me at police station with a guy in formal clothes to collect the dues.
This new guy asked me to sign some half pre filled form which mentions the offense that i made. i insisted him to fill up the form and then i could sign. he did so but wrote some numbers 190 nad 191.. ( previously he had written some other codes) i was septic and asked him to mention that it was for PUC to which he got kind of angry and said in a tone that he knew what to write and not and i should just sign and dont ask any question else the fine will increase. with hesitation i signed and paid the amount Rs. 1010. one thousand and ten
..
now here is where the whole foul play seems to be.
1) PUC is not available. they can give a challan or not ? with amt of Rs 100 as i googled it says 100 only ?
2) he took me out of my travelling route for that. ?!!!
3) he did not gave his name of any info which i had asked for ...
4) the receipt they gave me is just says payment to government and nothing else. ..
normally earlier i have paid for challans and it has options. .. ticked for the amount .s..
this was unusual.
I have not noted down the details of each and every conversation .. they way they try to make you fear that you would pay the fine without any receipts..
IF POLICE DOES SUCH EXTORTION IN ONE WAY OR OTHER HOW IS THE COMMON PUBLIC EVER EVER TO TRUST THEM !!!
THEY MAKE YOU FEAR BY SAYING YOU HAVE TO COME TO COURTS AS AND WHEN CALLED .. ETC ETC Things..
