Today i visited BBMP office in AECS layout, Kundalahalli, Mahadevpura, Bangalore to submit my application for changing name on Property Tax records. Its still showing old owner name of my apartment. Nobody was in office and couple of guys were sitting outside. They called me to asked about my work. When i asked him if he is an Govt officer? he said he is assistant to officer and pointed to other two guys sitting under one of the tree, as Govt officer. After checking with both of them, Govt officer asked me for Rs. 4000. He said Rs. 500 is govt processing fee and Rs. 3500 is bribe to process it. He said he need to do lot of work and has to go to Mahadevpura office as well.
As far as i understand, there is no or very minmum processing fee for changing name on Property tax records. He had no shame while asking for bribe as if its his regular job asking bribe from people. Now he can not process my application without bribe. How should i proceed? How can i complaint to anti-corruption office? I asked for officers name but he refused to give the name.
I have raised complaint in BBMP FMP site - Complaint no is FMS/CMT-2055
