RTO top on Corruption
I saw a highly degraded bureaucracy in RTO, Tirumalgiri, Hyderabad. Though there has been computerized learner's driving tests in place, the officials over there found new ways of making money by taking applicant's test when official test timings are over. It's very frightening to see dumb people getting licenses straight away with no knowledge of traffic rules just by shelling out few hundreds of rupees and the very same people would be responsible for terrible accidents. The whole idea of avoiding corruption is defeated with these dishonest tactics. I think the government should put more resources in cracking down corruption at the root levels not only big obvious scandals.
