Simply register vehicle
Showing up at the Transport Dept. of Chandigarh UT with all forms filled out - as downloaded from their website, I was told to buy the forms at the desk (as everybody else) - Q1: why avail forms online? Officers not willing to complete form, told to return the next day, this happened a few times. With much pressure and scolding, they eventually gave in and I received my certificate. Transport Dept had delayed registration for more than a month and wanted to fine me for registering the car too late (they thought they finally had me cornered). However, threatening to go public and get other officers involved did the job, in particular since I am not a resident of India. It took me >60 hours of work.
