Asked for payoff for renewal within 10 days

I've applied for a passport renewal on Nov 22, 2012 under normal application. Police verification by local police thana was completed on 22nd Dec and file sent to CID where it is pending clearance. I need the passport for travel next month on work. On approaching the passport office I've been informed that I need to pay off about 10k to get the passport within 10 days. The reason for hold up being stated is that my previous passport issued from a different city in 1993 was issued without verification. How is this possible? And what can I do to avoid paying this amount.
