Asking bribe to replace faulty meter

My meter became faulty. The DHBVN JE & SDO both ask for wire/ terminal box / etc to replace the old defective meter - that too when I'm paying full cost of new meter officially in electric bill. Now why should I buy additional items like wire , etc when as per circular these are to be provided by DHBVN
